How will a recession in the U.S. economy effect enlistments in the Guard?

Much of the fighting in Iraq and Afghanistan is being done by members of the U.S. National Guard.  These are part-time soldiers who often signed up not expecting to fight abroad but instead to be asked occasionally to maintain domestic civil order during times of natural disaster.  The Guard has tripled reenlistment bonuses for those Guardspeople who are serving abroad, but the extra duties have caused enlistments in the Guard to drop to the point where its staffing level is far below the target.  The Army general in charge of the Guard has a solution:  offer those signing up a $15,000 bonus instead of the existing smaller bonus.  Essentially, he is trying to get people to move up the supply curve of labor to the Guard.  He recognizes that this may not be enough, so to shift the supply curve to the right, the Guard has also added 1,400 new recruiters.
